In reply to your letter No. 84-20/1901 of the 11th instant I have the honour to state that on the 9th March 1900 I filled up a Form, similar to the one enclosed in your letter under reply, and sent the same to Lord Suirdale, (now the Earl of Donoughmore) Sir Henry A. Blake's Private Secretary and I presume His Excellency will already have reported on my qualifications for promotion.
I beg to return herewith the Form of application for promotion, you sent me, duly filled up. Under the circumstances mentioned above it may perhaps not be necessary to refer to the Governor of Hong Kong for a further report.
